Fractional Procurement / Acquisition Subject Matter Expert
Procurity.AI is seeking a Fractional Procurement and Acquisition Subject Matter Expert (SME) (Remote) to help ensure that ProcurityIQ reflects real-world procurement practices across federal and state environments.
ProcurityIQ is an AI-powered decision-support platform designed to assist procurement professionals after a solicitation closes—when they must evaluate vendor proposals, verify compliance, document findings, and support award decisions.
We are specifically seeking SMEs with:
Federal acquisition experience, and/or State/local procurement experience in Texas, California, Florida, Maryland, New York, Massachusetts, Virginia, Arkansas, or Illinois
This role is ideal for a practitioner who understands how procurement actually works in practice.
Time Commitment: [10hr/Week]
Key Responsibilities
- Advise product teams on procurement workflows.
- Translate procurement practices into system logic.
- Validate evaluation, compliance, and documentation features.
- Ensure alignment with real-world procurement practices.
- Contribute to roadmap including best value, sealed bidding, and negotiated contracts.
- Review outputs for credibility.
- Identify risks in AI outputs.
- Assist in templates, questionnaires, and reports.
- Support pilot programs and demos.
Required Qualifications
- Experience in public-sector procurement.
- Federal OR specified state procurement experience.
- Understanding of evaluation and compliance workflows.
- Ability to translate processes into system logic.
- Strong writing skills.
Preferred Qualifications
- Experience with FAR or state equivalents.
- Experience in contracting roles.
- Familiarity with evaluation artifacts (L/M, TEP, etc.).
- Experience with state procurement differences.
- Best value evaluations.
- Sealed bidding workflows.
- Simplified acquisition.
- Clause interpretation.
- Multi-evaluator scoring.
- IDIQ/task order selection.
- Fair opportunity processes.
- Audit-ready documentation.
Preferred Certifications:
- DAWIA Certification (Level II or III) or equivalent federal acquisition certification
- CPPB or CPPO (state/local public procurement certification)
- CFCM or similar contract management certification
- Additional certifications in public procurement, acquisition, or contract management are a plus
SME Application
Fractional CTO – GovTech / AI / Procurement Decision Support
Procurity.AI is seeking a Fractional CTO (Remote) to provide technical leadership for the continued development and scaling of ProcurityIQ, our AI-powered procurement decision-support platform.
ProcurityIQ helps public-sector acquisition professionals evaluate vendor proposals, verify compliance, and support award decisions in regulated environments. As we expand capabilities into best value analysis, regulatory intelligence, IDIQ/task order workflows, and multi-jurisdiction procurement support, we need an experienced technical leader to guide architecture, AI strategy, and platform maturity.
This role is designed for a senior technology leader who can connect product vision, business priorities, and technical execution, ensuring the platform scales securely and effectively while maintaining explainability and auditability.

Key Responsibilities
- Provide strategic technical leadership across the ProcurityIQ platform.
- Evaluate and refine system architecture.
- Guide evolution of core product capabilities including solicitation parsing, vendor evaluation, compliance logic, and decision support.
- Advise on AI system design including LLM/SLM orchestration, RAG, and knowledge graphs.
- Define standards for multi-tenant SaaS, security, telemetry, and auditability.
- Guide cloud strategy (Azure preferred).
- Support engineering roadmap aligned with product milestones.
- Establish AI guardrails and human-in-the-loop controls.
- Provide oversight to development teams and partners.
- Support technical diligence for investors and customers.
- Contribute to security and compliance planning.
Required Qualifications
- Experience as CTO, VP Engineering, or equivalent.
- Experience with cloud-native SaaS platforms.
- Understanding of LLM systems, RAG, and AI workflows.
- Experience with Azure or equivalent.
- Strong communication skills.
- Experience building secure systems.
Preferred Qualifications
- Experience in GovTech or compliance-heavy platforms.
- Familiarity with explainable AI.
- Experience with knowledge graphs, rule engines, and document intelligence.
- Familiarity with procurement workflows.
- Experience supporting fundraising diligence.
- Familiarity with SOC 2, ISO 27001, or FedRAMP concepts.
- Experience supporting best value analysis.
- Experience with regulatory mapping and policy engines.
- Experience with multi-jurisdiction workflows.
- Experience building audit-ready systems.
- Experience with telemetry and AI monitoring.
Preferred Certifications:
- CISSP (or equivalent enterprise security certification)
- Microsoft Azure Solutions Architect Expert (or comparable cloud architecture certification)
- CISM or similar governance/risk certification
- Additional certifications in cloud architecture, AI/ML systems, or enterprise architecture are a plus
